In the course of its general investigations of the water powersof the State, the Water Supply Commission has heretofore confinedits attention to the possibilities for large developments, and theregulation of the flow of rivers and large creeks. No previous orgeneral investigation of small creeks and brooks and their powerpossibilities has been made, not because they were consideredunimportant, but because the Commission believes that if the Statedecides to take an active part in the regulation of the flow of streamsand the development and conservation of water powers, it shouldconfine its first activities to the larger units, leaving the smalleropportunities for later examination and for private and individualdevelopment. However, no comprehensive system of conservation can meetwith universal favor unless it contemplates the prevention of waste,great or small, and wherever found.

Accordingly, the Commission desires to callattention to the valuable power which is now running to waste inthousands of small creeks and brooks in all sections ofthe State. Many of these minor streams present possibilities for small individualdevelopments of power sufficient to supply all the requirements ofthe owner at a comparatively small cost. Numerous farms in the Statehave on them brooks or creeks capable of supplying power sufficient tofurnish electric light for all the buildings. Others would also furnishpower enough to drive a feed grinder, a churn or cream separator, orto run a wood saw, sewing machine or other machines and implementsreq
